Older Newport terraces frequently have solid brick walls with no cavity to fill, original suspended timber floors and part-replaced glazing, which tends to hold ratings in the D to E range. Newer estates on the eastern side of the city usually land in B or C with little effort. Our assessors cover the whole of NP10, NP11, NP18, NP19 and NP20 and regularly work in Caerleon, Rogerstone and Cwmbran on the same round.

Victorian and Edwardian terraces around Maindee, Stow Hill, Pill and Clarence Place usually have solid brick walls with no cavity to fill, suspended timber floors and glazing that has been replaced in stages. They commonly land in band D or E, and the improvement that moves them most is loft insulation topped up to current depth plus a modern condensing boiler and heating controls.
Post-war estate housing in Bettws, Ringland, Alway and Duffryn is mostly cavity-walled. Where the cavity has been filled and the loft is properly insulated these regularly assess at a solid C. Where a room has been built into the roof, the insulation in that part of the property is often the weak point.
Newer developments at Glan Llyn, Rogerstone and Celtic Horizons are usually B or C without any work. City-centre and converted flats need a certificate per self-contained dwelling — one certificate for the whole building is not valid, which catches out landlords buying converted townhouses on Stow Hill.

An EPC has to be commissioned before the property goes on the market, and Newport agents will normally ask for it before photographs are taken. If the last certificate was lodged more than ten years ago it no longer counts, even if the property has not changed.
A valid EPC must be in place before a tenancy starts and must be given to the tenant. In Wales the certificate also sits alongside the other documents you need for a Renting Homes occupation contract.
